Fellman to Speak on Community Broadband, Cable Franchising

Four Panels in 18 Days for Denver Telecom Expert
DENVER (June 4, 2007) – Municipal representatives in two states at separate events this month will listen to Ken Fellman of Denver-based Kissinger & Fellman P.C. as he discusses community broadband networks, cable franchising and a changing regulatory environment.

The first event is the annual conference of the National Association of State Utility Consumer Advocates (NASUCA) in Denver June 11. Fellman will participate in a panel discussing statewide video franchising that many state legislators have introduced (and some have adopted) around the country.

Next, he heads for the annual conference of the Association of Idaho Cities in Couer d’Alene June 13 to join a panel that explores the roles of local, state and federal government in video franchising. The panel will focus on the recent legislative debate in Idaho where, as in Colorado, local authority was preserved.

Fellman, who also serves as mayor of Arvada, Colo., will also travel to Snowmass, Colo., for the annual Colorado Municipal League conference that runs June 27-29. Fellman will speak the afternoon of June 28 on the topic of “Making WiFi Work for Your Municipality,” and again the morning of June 29 on the topic of “Cable Franchising in a Changing Regulatory Environment.” Other speakers scheduled for the CML conference include Gov. Bill Ritter and former U.S. Senator Hank Brown.

Fellman recently addressed the National League of Cities’ Congressional City Conference in Washington, D.C. In March, he was named as one of this year’s Colorado Super Lawyers. He is an expert in the field of local government communications policies. He has had previous speaking engagements at many venues, including the U.S. Conference of Mayors and the National Cable & Telecommunications Association; and he has represented local government interests in testimony before Congress, the Federal Communications Commission and the Colorado General Assembly.
