Denver Attorney Fellman to Provide Briefing in Congress on PEG Channels

Attorney Ken Fellman of Kissinger & Fellman P.C. will address Congressional staff members tomorrow, May 20, in a briefing on the issues connected with the Community Access Preservation (CAP) Act that is pending in the U.S. House of Representatives.
The bill, HR 1746, would eliminate the statutory restrictions that local governments now have on the expenditure of funds received from cable operators as support for Public, Education and Government (PEG) access channels. Currently, local governments can only spend money received for PEG support for capital investments, such as buildings, cameras and other tangible equipment. The CAP Act, sponsored by Rep. Tammy Baldwin (D-Wis.) and Rep. Steve LaTourette (R-Ohio), will permit the use of PEG funding for any PEG-related expenditures, including operational expenses, thus improving the chances that PEG channels will continue to provide local, accessible programming to cable subscribers nationwide, and preserving jobs.
